天下乌鸦一般黑
In the dorms of Shanghai Jiao Tong University, students are not allowed to use certain electrical appliances, such as heaters, electrical stoves, 热得快, etc. Staffs check the dorms from time to time. Once they find you possess those "illegal" stuffs, they will confiscate the appliances and fine you as well.
In US, same thing happens. In the dorms of UT Austin, someone that uses a halogen bulb is fined $50. Another guy puts his couch near the balcony, $50 is gone. A third kid got filed for putting a vacuum cleaner behind the door because the couch/vacuum blocks the life way in fire.
Maybe we shouldn't blame the SJTU dorm staffs too much on their fines, they are maintaining a safe living space for us.
